EXCLUSIVE: Even if the law is made, women's reservation will not be implemented before the 2029 general elections.
We have a copy of the bill to reserve one-third, i.e. 33 percent, seats in the Lok Sabha and state assemblies for women. It is noteworthy that this exercise of giving reservation to women was started 27 years ago, but there were repeated hurdles in it.
Keep in mind that even if this bill is passed, it will not be possible to implement women's reservation before the general elections of 2029, because this law can be implemented only when the first census is conducted after the delimitation of constituencies and the implementation of the law. Census has also been done, and the census in India is likely to be done in the year 2027 only.
According to the Women's Reservation Bill, one-third of the seats in the Lok Sabha and state assemblies will be filled by direct elections for women. Additionally, one-third of the seats reserved for women will be reserved for Scheduled Castes and Scheduled Tribes.
The provisions of the Women's Reservation Bill will come into force 'after the publication of the relevant data of the first census to be held after the Constitution (128th Amendment) Act, 2023', and 15 years after the date of coming into force which will not be effective later.
The bill states, "Subject to the provisions of articles 239AA, 330A and 332A, the seats reserved for women in the House of the People, the Legislative Assembly of a State and the Legislative Assembly of the National Capital Territory of Delhi shall continue to be reserved until such date as Parliament may by law make Will decide..."
