On what basis security is given to RSS headquarters? When the elderly asks for information, police sent him summons

 NAGPUR:The Nagpur bench of the Bombay High Court has issued a notice to the Maharashtra government and the Nagpur police on the plea of a 61-year-old man. In fact, the elder had asked the Maharashtra government through an RTI on what basis security was provided to the Rashtriya Swayamsevak Sangh (RSS) headquarters in Nagpur and how much was being spent on it.

The 61-year-old Lalan Kishore Singh, who filed the RTI, claims that he is a daily wage laborer, as well as an activist. He has requested the court to quash the notice issued to him by the Assistant Police Inspector (Traffic), Nagpur on 26 December 2021. Justice Rohit Dev and Justice YV Khobragade have issued a notice to the government while hearing the petition. The next hearing will be on January 24.

Lalan Kishore Singh's lawyer Jitesh Duhilani said that the petitioner had come to know through the newspaper that the government was providing security to the RSS headquarters in Nagpur, while the Sangh was an unregistered NGO. That is why he filed an RTI on 30 June 2021 out of curiosity and asked the Maharashtra Home Department what is the basis for providing security to the RSS Headquarters. How much is it costing? His RTI was later forwarded to the state intelligence department and later reached the Nagpur police.

 

 

 Later the Deputy Commissioner of Police (Special Branch), Nagpur responded and said that the information sought by the petitioner is exempted under the RTI Act and such information cannot be provided. Meanwhile, a few months later on 26 December 2021, Lalan Kishore was summoned by the Assistant Police Inspector (Traffic) of Nagpur and asked to appear for questioning in response to the RTI.

The petitioner (Lalan Kishore) said that if an NGO is being provided protection from state funds then as a citizen he has the right to be informed. Failure to do so is a violation of fundamental rights. Singh's counsel said the manner in which he was summoned after filing the RTI is illegal and violates fundamental rights.

The lawyer said that the information sought by Lalan Singh in his RTI is in public interest and does not violate any law, so initiating an inquiry against the petitioner without responding to the RTI is illegal.
